History and Background of the Low Threat Closure Policy

The following sections are organized to provide general background information on leaking Underground Storage Tanks (USTs) and their systems and how they fit into the larger world of environmental releases and cleanups; the history of how and why the Low Threat Closure Policy (LTCP) was formed; and comments submitted to the State Water Resources Control Board during the three public reviews of the LTCP and the one UC Regents’ requested Peer Review.  The following sections provide a general history of this subject.
